Vermont raised the net-metering siting charge to 5¢/kWh (from 4¢/kWh), reducing effective export compensation by about 1¢/kWh. The PUC applied this targeted siting-charge adjustment rather than adopting a broader retail-rate change.

How Vermont compensates your excess solar generation
Net metering with REC and siting adjustors applied to the statewide blended residential rate. Systems up to 500 kW. Per the VT PUC 2026 biennial order (Case No. 26-0291-INV, entered May 29, 2026 under Rule 5.128), the blended residential rate INCREASED from $0.1839/kWh to $0.2071/kWh (+2.31¢). Siting adjustor for new Category I/II systems increased from −4¢ to −5¢/kWh. Net effect: new systems gain ~+1.31¢/kWh; existing systems gain ~+2.31¢/kWh. Category I (≤15 kW) effective export ≈ $0.1571/kWh. REC adjustor −4¢/kWh retained if customer keeps RECs. Order notes compensation remains ~46% above alternative distributed solar cost (~$0.105/kWh). Adjustments every 2 years.
