CT closed full-retail NEM Dec 2021. RRES program offers Netting (~$0.2318/kWh effective) or Buy-All ($0.3289/kWh fixed 20yr) tariffs. RRES Netting participants enrolling in 2026 receive an additional Solar Energy Adjustment of $0.0402/kWh (PURA-established), bringing effective export compensation to ~$0.272/kWh. Residential systems up to 25 kW eligible under PURA. Annual true-up.
